According to David Siegel in the Wall Street Journal, America's folly has been to consider infrastructure spending as a form of periodic stimulus - something to ramp up and down depending on economic conditions or political whims. This kind of thinking creates not only inefficiencies, but also "favourites" and bridges to nowhere.
